Chimney breast/party wall

I’m sure there is a thread on this already but can’t find it, need some advice, my sisters neighbour has starting work on building a dormer and has told her he will be taking down the shared chimney stack. Is planning permission required for this work? and what are the potential problems for my sister if he takes down the chimney? Any advice is much appreciated blues!

The easiest way to deal with this would probably be for your sister to put in the windows of both of the property's and burn them down.

After having review the picture of the sister for some considerable time, I would also add work on the back doors to the advice given by @Mazzarelli's Swiss Cheese above!
