Is he any better than De Jong or Milner though?

Cirigliano plays nothing like mascherano, i guess he does play in the middle of midfield, and is an excellent tackler, but offers much more in my opinion.
ok now, if i HAD to compare him to anyone, it would be Ever Banega of Valencia. His vision is what sets him apart from the mascherano comparisons, along with his ability to make marauding runs much like our own Yaya. He also is quite good at "spraying" the ball, like David Pizarro did occasionally on his loan spell last half of the season. He already has the qualities that Mancini thrives on molding (good with possesion, strong, and able to defend and hold) and i believe, he will be a big part of Argentinas national team once he moves to europe. Once again Mancini is probably the best coach for his development, as would Mourinho and guardiola, all three make their center mids the life of the team, and the glue that holds play together.
he is only 20, and does have italian grandparents, i know this for a fact, so an EU passport would be no biggie.
Lastly.... Yes River was in the second division of ARgentine football last season, but it is a much grittier game than the first division (which, although most don't believe, is actually making a comeback in quality). Almeyda (rivers coach) will most likely not let him leave unless for a good amount of cash, because he is a starter, and one of 6 or 7 young talents that will make it HUGE in a good european league.
Snap him up now before he costs 25 mil!
