You say that, but wait until next Wednesday when it is leaked City are starting a disciplinary process against Arsenal for acting in bad faith towards City and the PL citing emails that were uncovered as part of the disclosure process.

So if the PL find that these loans were used for paying salaries etc rather than infrastructure for example they are bang to rights as they aren't supposed to be used for those?
No.

But the original justification for excluding shareholders loans was to allow for that sort of infrastructure investment. If city can show the loans weren’t actually used for that it makes it more difficult to justify the ongoing carve out that was reintroduced in November 2024 in competition law terms

Arsenal haven’t done anything wrong in this regard apart from take advantage of a scheme that was badly design the first place.
