This is to do with the Financial Fair Play rules. Remmeber when the UEFA CL ban case was going on, it was mentioned a few times that the PL were investigating them too over the same issue. I'm pretty sure this is the continuation of that issue.
Given how the UEFA case ended I can't see the PL getting anywhere with this.
