He also said he wants to create a pan-African Super League with 20 permanent member clubs

I'd say it's more likely a move towards a proper world club tournament. To me, it's inevitable. Financially, why would you stop at the European CL ? But to do it you need powerful leagues across the world otherwise you end up with fiascos like that thing Liverpool were in.
 
Not read the details but from the sounds of it could it be that he wants 20 clubs to create a solid foundation for a number of years so that the whole continent can benefit? Sounds as right or wrong as positive discrimination is. Not fair if you are not in the 20 but has a greater good.

I don’t think it has a greater good unless there’s relegation/promotion, and in a league of 20 that’s for 3 going on 4 teams.
It’s a US style competition, everyone in it benefits, but you can’t get in it, and you can’t be pushed out of it. The rich get richer, the poor get poorer.

It would be for the greater good of the 20 teams and their owners and the competition runners, but there’s no way the other hundreds and thousands of teams in Africa would benefit except as being grateful for the scraps thrown at them, helping them to survive the vacuum of incoming money.

An NFL-Like franchise setup would certainly be appealing to our American owners.
