Police have said they will be focussing on serious crime to so the question is fair. Is a person going for 3 walks a day enough to commit resources to etc? where will they draw the line.
I think a lot of it is a bluff with hope the threat will keep people on track with it all. What i think will happen is they will rely on the public seeing others flout rules and thinking "why is this **** doing that whilst i am sat in here like a good but very bored idiot, i'm calling the police on this tosser". A garden party for example, if social butterfly dave next door is always having a house full a neighbour will get pissed off and report them. What will the police response be? probably minimal is my guess as the hassle of proving it and all the red tape to get them done is likely to much hassle. They have already given up doing people for weed and other lesser crimes so i can't see them doing a 180 on it unless they can magic up 100k new coppers in an instant.
Police could fine £100 for anyone breaking the rules , however petty it is, that money could be a life saver for Goverment right now.
