This needs to be done on a local level, hence the reticence from councils with current high R value (Hartlepool etc).I think they should wait to see what the situation looks like at the end of May. If numbers continue to drop, then there is no real reason for them not to go back. If numbers stay at their current level, then they can make the decision to not open schools then.

Yep, I was on a webinar thing today and the legal specialists were saying schools may find themselves dealing, for the first time ever, with staff citing HSE regs and this being a legitimate withdrawal of labour. Different schools will have very different approaches - I know one primary in South Manchester that categorically won't be going back until September. They had two parents die from Covid, which kind of helps focus the mind a little.its not just infection rates though.
Unclear guidance around practical arrangements for social distancing within schools, as well as concerns over testing and tracing, and supply of PPE, were listed as other reasons for refusing to open.
PPE shortage,they need to get behind the people that really need it,like doctors , nurses and footballersits not just infection rates though.
