Just wondering how this might work. I mean do they stop someone boarding the flight in the UK? Based upon what?And to get to the US will have to state where they have previously been and when, so no, people from Italy for example, won't be flying to the UK then hoping onto a flight to the US.

Answer (from American wanting to go home and who's just arrived from Italy) "No".
Or does someone turn up at JFK and then get put back on the return plane? And who pays for that? Or are they put into quarantine in the US for weeks. And if so where? It's all a bit vague.
I will normally get a stamp at the first stopover but they rarely bother after thatwould Americans not have a stamp in their passport for each country they've visited? I know we don't but we've got an EU passport atm.
