How can people not understand it?

They can understand but choose not to do it. That's why the current policy isn't going to work despite theoretically being the best way forward.

I have kidney cancer and have done 1/4 of my immunotherapy treatments. I’m 27 though and quite healthy.
Did he say UK or England?
