I don't know what make of it because last night it was reported on a few media outlets United had agreed to sign him.
 
Manchester City look to hijack Manchester United deal for Dayot Upamecano

According to our colleagues at France Football, Manchester City have approached Valenciennes’ youngster and U17 European Championship winner Dayot Upamecano with a salary proposal.

Upamecano was close to a move to Manchester United in January which fell through just before transfer deadline day. Manchester United were not going to give up though and were since confident of agreeing personal terms with the central defender, who has even been to Manchester to visit the Red Devils’ training facilities. But no deal has been down. Administrative problems have held the deal up, with the main problem believed to be due to negotiations over a fee agreement between United and Ligue 2 side Valenciennes.

Arsenal and Manchester City have woken up to these bumps in the road and are making moves. Arsenal have approached the player in the past but have yet to make a formal offer for the player.

Manchester City however, following Upamecano’s impressive performances un the U17 Euros, has decided to very recently make a salary offer to the player. If Upamecano accepts, the Citizens could make a better offer to Valenciennes than what Manchester United are currently putting forward (between €400k and €500k).

More undoubtedly to follow.
