I think you've missed the point I was trying (badly) to make.You're confused on this, mate. The part about "common second language". Kids are bring given a choice as to which second language they want to study. That is a good thing, freedom of choice.
I've got friends I work with from many places. Some had one "choice" of language in school. I know one whose school offered the three you mentioned plus Japanese and Russian.
And as a father of a girl footballer, I like the idea of girls having more opportunity. As for the details, I haven't quite figured that out.
The Government do not intervene in what languages are taught so why should they intervene in what sports are taught.
I doubt many, if any at all, schools are still being sexist. You're a boy so you play football, you're a girl so netball is over there.
This is just another pile on, we have one after every time we are successful in a sport.
