I think the second sentence is right. Lying isn't wrong for the rich as long as it wins. Everything else is secondary to ego.

Don't know about that, but I saw Bob Woodward (of Watergate fame, and recent Trump book author) saying that he was told there was a grand plan to have the world gang up to punish China, when Trump made up his own mind on steel tariffs and the whole thing fell apart. My impression was of people banging their heads on desks at that.
 
As we can see from the behavior of Saudi Arabia. Some world leaders see him as a useful idiot. They play on his attitude of making buisness deals no matter what the people he's dealing with ethics are.

His comments about Putin in his 60 mins interview makes me think he's "delegated" the job of world policing to him. Which personally I don't see as a bad thing. It'll come to a head mind when the next US President comes along.
