I bet that if he'd rocked up wearing a red shirt this season he would have been given an exemption.....
 
In 2015 Arsenal were successful in acquiring a work permit for Gabriel Paulista despite no appearances for Brazil. He still hasn’t,t made any appearances for Brazil.

I think we tried our best by getting Tite to plea on his behalf as well. Does seem like double standards though.
Don't think we helped ourselves leaving it for a year after purchase given that the transfer fee plays a big part in the criteria and at the time of application that was zero.
 
So Luiz needs to be part of 30% of the Brazil matches within the next 12 months (as he is under 21).

As Tite was already involved in the current application he surely would give Luiz a couple of minutes as a sub in some odd friendlies in a not too busy upcoming period, when the big guns can stay at their CL club instead.

Just hand in the next application before Copa America starts 14 June, 2019.

Would such a workaround really lift the qualification of a player?...
