Guardiola is clearly annoyed by the decision not to grant Douglas Luiz a work permit, despite petitions from himself and Brazil coach Tite. He says the people making the decisions had never seen him train or play, and the decision was made too late in the transfer window.

In the short term, it may mean Zinchenko stays with us rather than being loaned-out / sold-with-buy-back to develop his game.
Luiz will have to be loaned out - probably to Spain.

I am assuming that the club will have progressed their case to the ultimate conclusion , or does anybody know if we intend to appeal the decision ?

It seems that precedents must have been set regarding such applications.

I'm sure I remember the rags being granted work permits for players that didn't meet the requirements in the past.
