Driving with fog lights on in the rain

I do alot of motorway miles and it really annoys me middle lane and fog lights on in pissing down rain and dark. Mainly young women or gormless young blokes.

What pisses me off more is people driving in the rain (or the dark) with no fuckin' lights on!

The wording of the law is a tad unclear, but it's generally taken to mean that visibility must be less than 100m before you can use them.
