It's almost like the ref goes into the opposition dressing room before the game and says "Look lads, as it's City and they're pretty good, I just want to let you know that if you want to rough them up a bit, I'll go easy on you. Anything daft I might have to get a yellow out but I'll do my best to keep my cards in my pocket. Got it?"

At this point, they don’t even need to do that. It’s now just a shared understanding that when you play City you’ll see extreme leniency (and when you play United you’ll see extreme strictness).
