Since 2015 if part of a proposed legislation effects only England then for that part to become law it must obtain the votes of a majority of English MPs via the rather archaically titled Legislative Grand Committee.No the UK gov has overarching responsibilities for all 4 nations leading to decisions being taken in UK Parliament for England in which Mp's from the other nations get to vote whereas the devolved Parliaments get to concentrate on what's best for their nation.
