English devolved Parliament

No the UK gov has overarching responsibilities for all 4 nations leading to decisions being taken in UK Parliament for England in which Mp's from the other nations get to vote whereas the devolved Parliaments get to concentrate on what's best for their nation.
Since 2015 if part of a proposed legislation effects only England then for that part to become law it must obtain the votes of a majority of English MPs via the rather archaically titled Legislative Grand Committee.

Everything is focussed on an English basis....thats why there are devolved governments.

Genuinely, if you want ours you can feckin have em.....careful what you wish for
 
Yeah, if it's elected by proportional representation as in the case of the other devolved parliaments I'm all for it!

Would be interesting to see what the outcome would be on PR.

I think an English parliament is a good idea but I wonder whether England would be pretty much under permanent Tory rule.
