Pretty sure, he said he'll take them to court over this along with a few other major agents. About time it was regulated though.

FIFA’s proposals were put out for consultation last year and will be voted on at a council meeting, with the aim for them to come into force in 2022.

Barnett, Mino Raiola and Jorge Mendes are not happy with the proposals and are ready to take the fight to FIFA should the need arise through The Football Forum, which is a group of agents working together “to protect the interests, the professionalism and the rights of agents and, as a consequence, of players.”
