It's a weird way that they word it but it actually means he was speeding.

Say the minimum time was 90 seconds .

He does a lap in 95 seconds he is above the minimum time and slow (no penalty)

He does a lap in 85 seconds he is below the minimum time and fast (gets penalty)

They would have saved the headaches if they had just said going to fast.

yeah they should the put the cam on the front of the halo, and then one facing back on the driver.

I'll crawl out my pit to watch it. Agree with the Halo. I've not noticed it which is a pat on the back for teams hiding it well.
