I think either last season or the one before, they extended the ninth tier and now have enough teams down to that level.
Before that teams in the 10th tier who met the other criteria, could provisionally apply and when teams dropped out for whatever reason, they’d be given a slot.

It’s a shame that the eligibility has tightened up this last 10-15 years. IIRC, it used to be as long as you had a fixed railing around your pitch and the cheque for your entry fee cleared, you were in.North West Counties Premier League is Step 9 of the football pyramid. And is the lowest level of entry to the FA Cup.
Division 1 North & South, which Maine Road are in is Step 10 and they’re no longer eligible.
