Subject: Clarification of Rule Changes announced in August 2016

Background:

In August 2016 the FA announced the new rules affecting all League and Cup matches in England and Wales to be effective immediately. In all there were 96 (ninety six) changes to the then existing rules.

It has become apparent in the last round of PL (Premier League) matches (Round 14) that the existence of the 97th Rule Change has not been notified to those on List B above. This release clarifies the new rule change for all to understand.

Rule Change 97:

1…. PL Teams will be given one of two designators to assist all Officials (on the pitch and elsewhere) in the interpretation of all existing and future rule changes:

2 … designator 1 is “MC”

3 … designator 2 is “ABC”

The following clauses identify specific situations that over ride existing rules.

4 … any player of ABC is allowed to slap the face of any MC player without suffering any penalty whatsoever.

5 … any player of ABC is allowed to simulate being pushed over any real or imaginary obstacle by an MC player

6 … in the event of an MC player being in a position to score a goal maybe be flol tackled by an ABC player without incurring any penalty whatsoever. For the avoidance of doubt, if the official mistakenly blows the whistle and stops play, the MC player will be penalised and booked for simulation.

6 … any ABC player is allowed to push or throw an MC player to the ground on the field of play with a maximum penalty of Yellow Card. No free kick need to be given to MC.

7 … any ABC player is allowed to drag the ball along the floor with his arm whilst lying down without any penalty whatsoever.

8 … any ABC player is allowed to tackle an MC player from behind in the penalty are without penalty. For the avoidance of doubt this provision does not apply within half a pitch length of the ABC goal.

9 … in the event an ABC player has the ball taken from him fairly by an MC player within 50 yards of the MC goal the referee may penalise the MC player with a free kick and a Yellow Card.

10 …. for the avoidance of doubt, if two players are involved in any infringement situation the MC player will always be more heavily punished than the ABC player.

11 … ABC players will be allowed to lie down on the ground at any point during the game whereupon the referee will stop the game for attention to be given. Under no circumstance will the ABC player or team be penalised for any and all such actions.

Clarification of Designator:

12 … designator MC includes and is currently limited to Manchester City

13… intentionally left blank

14 … designator ABC includes anyone but City

Implementation:

15 … Rule 97 is effective immediately and back dated to 1st August 2016.

16 … any ABC team that feels disadvantaged by not having Rule 97 applied to their game with MC during Round 1-13 may appeal to the "Rule 97 Committee" to have the result of their game modified. Minimal supporting evidence is needed. The Chairman of the Committee is Mr David Gill and his decision on all Rule 97 matters will be final and binding.
