We have units that are armed. Arming the police as a whole won't solve anything, just as it hasn't in the other countries you mention.
American police are armed but during protests they rarely use them as they could hit someone who is protesting peacefully.
We don't have the riot police numbers, nor the holding cell/prison capacity for police to go in heavy handed.
As such the tactic is to difuse the situation, arrest the main trouble makers and then find more in the coming days or weeks by putting out their pictures.
It's not the immediate satisfaction you might want but some of them will have consequences to their actions like losing jobs and be publically shamed.

There are certain forces within the police that carry firearms, but they are specially trained personnel and deployed for exceptional operations; I imagine firing one to maim rather than kill isn't as easy you think, which is why they aren't all armed.
