I think Everton would only consider £50million + bids for Barkley. I'm not saying he's worth that, but that will be his price. They won't just give him to City for a job lot of our cast-offs.

It does seem incredible that they haven't clarified this yet. The difference between 17+4 and 13+8 in terms of impact is huge. What were they discussing in the last couple of weeks if not matters of this importance?

As others have said, maybe they're keeping quiet until the 10-day period for appeals has passed.

If so we'll find out Monday the 26th/Tuesday the 27th. As it seems to be a date when the punishments will be crystallised hopefully we'll get clarification on the other parts of the sanctions as well.
