Who decides the list though ?

The entire process is done by the players. They fill out a card, which you can see in the video below at 2min 48sec, with 1 goal keeper, 4 defenders, 3 midfielders, and 3 forwards of their choice. FIFA compiles the most common names into the shortlist of 55. The players then vote again based on that list of 55, and that's how the World XI is selected.
