Chelsea played Wigan away the 1st game after they won the league a few years ago.
That said looking back through the campaigns of whoever won the league over the last 10 years predominantly they have a home game first.

I have no idea whether this is a rule or not.

I've never heard it before so I have suspicions if something that's organised to be random can be as controlled as this. There's rules but it's up to the computer generally.

What does usually happen on the first weekend is that the title holders are on Sky at 4pm Sunday.
 
All I can say is it will be one one of the following scenarios:

United vs QPR, Norwich or Swansea

Chelsea, Arsenal, Spurs, Everton or Liverpool vs City

Away 1st game
Away last game

We were at home on New Years Day to a promoted team last season.

Eh? We had 3 successive Boxing Days at home before last season's trip to Newcastle.
 
Rags at home to one of the promoted sides, probably Swansea or Norwich.
We will open away at Newcastle, Baggies, Stoke or Wigan.
We will have Sunderland or Wolves away final day.
Just my guess.
