This shows the writers mindset in one neat little package. He is distorting the truth from the get go. FFP was brought in to stop clubs going bust, only bitter powerful types like Bayern for instance saw it as a tool to pull the shutters down. This passage along with the rest assumes a lot of mistruths. It reads like this "City are bad and we do not like them challenging the established order as we had it sorted".
