That's pretty much what they've done by refusing to comment on it. It's essentially saying "you either have something or you don't, so either act on what you have or piss off".

UEFA have nothing and were probably hoping City would be happy to throw them a bone to make the whole thing go away is my read on it tbh.

No, it's not yet that's far more polite than I'd be to the financial regulator here if they were publicly mouthing off about fraudulent books and launching investigations into my company without actually doing anything like, say, launching an investigation and then they asked me if I wanted to comment on it. Although the underlying theme would still be "put your cards on the table or fuck off".I've a suspicion that "you're all a bunch of corrupt wankers so go and investigate yourselves" isn't the kind of bone you mean?
