I think it’s the protocol when a referee has been told about potential racism. When England had the high profile away games where monkey chants were coming from the stands, the ref had to tell both managers as well as the match commander, I think.

If the referee didn't hear it he can't do anything about it, he can only refer it to the FA to investigate.
