i can take a guess as to they are loaded like pictures and not given as much speed/ power ...? could be to do the way the site draws upon the gif data idk

It's because of the way that browsers and servers handle each of them.

The compression algorithm for GIFs is poorly optimised compared to videos so you get much less quality/length for each image that you download. Videos on the other hand have extremely smart compression technologies and often support buffering where it pre-loads future frames before you actually want them. So one frame of a GIF might be 200kb whereas one frame of a video might be 5kb (for example). A video has much more frames that load quicker.

I didn't make the above by the way, the guy who streams that channel makes them
 
Does the site not support HTML5 yet? File size is much smaller and you get video controls.
