I wouldn’t disagree with any of that. In this specific case, however, there is no evidence (at least in the article, maybe elsewhere?) to suggest it was caused by confusion or uncertainty of the law itself.

so in my lifetime the population of the world has increased threefold, and is still increasing by just under 1% per year. Go figure!
Whats more folk in developing nations quite naturally look at the Western nations and say we want cars, tvs, washing machines, pcs and so on. All drawing the Earths resources needing more food, water and energy.
Consequences
Forests cleared for food production
Species eliminated from their natural habitats
Wars to acquire access to food water and energy resources
More production of greenhouse gases and so on.
World economic system based on continuous growth.
Any political party going to tell us to have less children? No chance.
When you read that article and also look at some of the issues in Scotland you will see that a falling birth rate in a developed Western country also causes problems because of the way our economies are structured for growth. So in the example from Italy they do seem to be making it easier to have children……We are having fewer children - can't afford it, don't want them to bring them into this world...

We have a lot of problems partly caused by the population explosion, even if the prediction of another 1,5 to 2 billion more people turns out to be the zenith, things are still likely to get rather worse
