As if Ultras would accept any kind of regulation.
They don't want to be controlled, they want to use pyro when THEY want.
They want to break the rules and piss off the much-hated system, especially German FA, TV broadcasters and Police.
And it's a great game smuggling pyro into the grounds despite gate controls :-/
It's about youth rebellion, mainly driven by testosterone and group behaviour.
They see themselves as the better fans, an elite including clear hierarchy and "esprite de corps".
They use pyro shows and choreos as a platform for self-staging.

We've got the sit down and shut up stewarding and they're trialling this? I can't stand flares or smoke bombs but our leagues are at the opposite side of the spectrum. If only they can stop themselves chanting like drones and actually sing as song they'd impress me more.
