Handball rules to be redefined

The debate around handball wouldn't be so contentious if the consequence wasn't so severe, i.e., a penalty kick. Change that and Bob's your uncle.
 
It should be very simple.

1. If your arm/hand contacts the Ball and you meant to do so - handball.

2. If the ball strikes your arm/hand when you had no intention for it to do, but by doing so, it either prevented the opponent from being advantaged, or provided you with an advantage - handball.

Under 2, Otmendi’s would br a penalty. The shot was on target and may well have gone in so even though he had no intention (moving his arm out the way) it disadvantaged Shalke.

VAR will evolve and should reach the point, fairly quickly, where the advice from off-field is given by a computer and not from ex-officials. Save for when the monitors break down, the current problems with VAR stem not from the technology but from the fact that there are too many humans involved in interpreting what has happened. At this point, it is horribly subjective and, hence, inconsistent. A computer should soon be able to determine offside and whether a ball is moving to an arm or an arm is moving to a ball.
 
The important thing is not the rule, but that it is so worded that it can be and is applied consistently. See also "offside".

Which is why “intent” is difficult. Who’s to know what someone intended?

Straightforward and consistent are the order of the day. My proposal would be a penalty if the ball is struck from more than 8.5 metres, makes contact with the lower arm at a velocity of no more than 90 Km/hour, is rising at an angle of no more than 40 degrees and creates a clear disadvantage to the attacking side.
