What type of fish are you interested in? IMO 70l is pretty small (I use 150l tanks as grow out tanks for fry).
I only have experience with lake Tanganyikan cichlids, so I would suggest a dwarf chiclid, a type of shelldweller. ie: N. Multifasciatus.
Very cool and interesting little fish that live in shells and will colonize within the tank. I would suggest a 50w Jagr heater and either a small Eheim canister filter (2213), or a small H.O.B filter like an aquaclear or an Emperor.
Multies.

If I could be arsed with another tank I'd have shell-dwellers. So cute and interesting :) but are they not a tad advanced (water wise) for a first time tank owner Barcon ?
Although I do say if something's worth doing you may aswell go all in ;)
No Bob, not advanced at all really. IME, given regular water changes, most cichlids are bullet proof. I had a 36" long tank with multies in a few years ago and they were like aquatic cockroaches. Just add water, sand and shells and they went from 5 pieces to a couple of hundred in no time. Great little fish to watch as well, especially when they steal each others shells (and women). :)
They are great in a community tank as well, as long as they are given an area to themselves. Now that I'm talking about them, I might get some and put them in my Paracyprichromis grow out tanks.
