Honestly we wouldn't have any of these players without the money we have. That doesn't mean that's the only reason they're here, but it's certainly a big help.
I do think the ambition has changed a lot now though. I think we have maybe the best future prospects in England. Fergie is 71 now and once he's gone United will hopefully drop off a bit.

I remember Craig Bellamy saying at the time he joined that he wanted to be part of the project and development of City.
Of course, the money helps, but I think professional pride in helping City progress to the level we're now at has helped to attract some of them.
No one has mentioned Gareth Barry, one of the first to sign. Is that because he's English or because you genuinely believe he's here for the project.
This is not a dig at GB - I think he has been a major factor in our progress - I'm simply using him as an example, as he never gets mentioned in 'money/wages' threads.

That's because he's so great. his positional play is of Maldini and tecnhique of zidane while he reads the game like Xavi and joined the club when we were shit and is a city boy through and through
