I believe it's been made harder to do that now after the Rooney case.

I don't think it's anything to do with City. These days a lot of players have image rights companies, ie. Scall International Media Management Ltd (it's only a matter of time before that company's set up ha ha). So it'll be up to Ade's 'management company' or 'media rights company' to sort that one out.
