A few teams have been liquidated and re-formed over the years. Data includes all versions of these teams. I've not included data pre WW1 as it seems less reliable and it would negatively impact the older clubs at the expense of clubs formed post WW1 due to generally low attendances in the 1890s and 1900s.
The top 9 clubs have all had a number of seasons where they have been the best supported in the league (3 times for City).

Yes...I am too lazy to check the website myself.
There's not much club data for the other leagues.

Comparing league averages back to the early 60s, England was the best supported in the 60s, Italy from the 70s to the early 90s. All 3 leagues were similar in the 90s and Germany has had the best attendances since. The overall average for each league over the last 50 years is about 28000 per match. Spains data only goes back to 2000.
 
Best? Should be reworded "Most" supported as there are clubs far down the chart that have better atmosphere and support (considering the lack of success) than the likes of the Rags, Chelsea etc...

A lurid graph will be along shortly to show us that Tottingham are the best supported club in the history of the world, and have never had a spare seat ever, even for reserve team games.
Newcastle official sites had spurs as the highest average in london of all time. United and liverpool were first and second. Spurs were either third or fourth behind everton I can't remember now.

It's hard to judge either way and not accurate as crowds were done on estimates half the time.

Crowd capacities nowadays make it hard to judge. All the big boys could easily get 150k in a stadium for a local derby
