Being smart? Sadly he wasn’t even trying to be smart he was doing what all Tory prime ministers have been doing for decades. Trying to appease a faction of nutters in his party whilst doing everything to put party before country, which is kind of funny when you think of the rhetoric used about China, Russia and the like..
All he needed to do was agree to the referendum and highlight that such a massive constitutional change would need a super majority of 66%. Job done.
