improving graphics

Usually when you stream live football over the net the image is pretty shitty just as standard but I don't know of any way to dedicate some of the RAM to the gfx card.
 
the graphics card has predefined and preset ram of its own...you can install drivers that will allow you to overclock slightly. be aware though any overclocking of the graphics card will result in higher core temperatures and higher electrical loads, which could result in failure of the card.

i.e...i have a 512mb ddr graphics card...i can get this upto around 550mb...its a real fine art, has you have to balance the extra performance need with added temperatures and voltages

No. Footy streams are low quality because they have to be able cope with low upload rates, nothing to do with your system.
