All the major clubs were making illegal payments in some way then. It's believed that one of the levers used by Henry Norris to ensure Spurs were relegated & Arsenal promoted at their expense in 1919, was a threat to expose similar financial irregularities at other clubs.

As you say, Meredith denied the accusation of attempted bribery but the FA took Leake's word and didn't even speak to Meredith. There are huge parallels to today, when City are seen as nouveau riche upstarts who are annoying the established order. Back then, City were backed by the wealth of press baron Edward Hulton, had just won the FA Cup and nearly won the league as well. Villa were one of the 'establishment' clubs, who resented the wealthy City. Like today, City were investigated, issued with some minor sanctions, then reinvestigated over the same issues and given much harsher sanctions.

So ? I think most City fans know about this so it's not new , were as I would guess most liverpool, utd, arsenal, dont know about their fixing scandal.
 
meredith was pushing for better terms and conditions for players, hence the lack of investigation, nothing has changed....
