iPod Touch problem

My sister found her iPod Touch, which she had previously lost for a good few months. (Out of warranty)
She can't remember the password.

I tried to restore it to factory settings (Hold 'on/off' + 'home' then let go of 'on/off')
Instead of the option of restoring, I get this message:

I've tried it over 10 times, and it happens again. I take it it's fucked?

Also have you put it in DFU mode???

Exactly what I try, then I get that message.
Can I download firmware and install it, without the password?

hold shift then click restore in itunes then locate downloaded firmware
