Yes, EU sanctions apply to member states. Iran is NOT a member state. What about this is so difficult for you to understand? It would be illegal for Gibraltar to sell oil to Syria. It is NOT illegal for Iran to sell oil to Syria. It’s really very simple.
Freedom of navigation takes precedence over ANY and ALL national laws. Again, your failure to understand this fact is leading you to this plainly wrong view. Let’s look at it from the other side. Without freedom of navigation, the US could not sail through the South China Sea without the permission of China. China frequently vents their frustration, but they respect freedom of navigation. The same is true for Western flagged vessels passing through the Strait of Hormuz or the Russian navy passing through the English Channel.

A claim was made, some pages back, that Iran “illegally” sold oil to Syria and that Gibraltar “lawfully” detained the Iranian ship.

Sorry, this is just wrong.
Freedom of navigation is like right of way. It means a ship can pass through another country’s territorial water en route to international waters. If however it commits offences according to the law of that country whilst within that country’s territory it is liable to be arrested. Freedom of navigation does not permit a ship to act with impunity within the territory of another nation.
To use your analogy, the Russian navy is free to traverse the English Channel. But if they stop to do a bit of fishing while they’re there, they’re liable to be arrested.
