Sorry, this is just wrong.

Freedom of navigation is like right of way. It means a ship can pass through another country’s territorial water en route to international waters. If however it commits offences according to the law of that country whilst within that country’s territory it is liable to be arrested. Freedom of navigation does not permit a ship to act with impunity within the territory of another nation.

To use your analogy, the Russian navy is free to traverse the English Channel. But if they stop to do a bit of fishing while they’re there, they’re liable to be arrested.
