What about this is so difficult for you to understand? It would be illegal for Gibraltar to sell oil to Syria. It is NOT illegal for Iran to sell oil to Syria. It’s really very simple.
Freedom of navigation takes precedence over ANY and ALL national laws. Again, your failure to understand this fact is leading you to this plainly wrong view. Let’s look at it from the other side. Without freedom of navigation, the US could not sail through the South China Sea without the permission of China. China frequently vents their frustration, but they respect freedom of navigation. The same is true for Western flagged vessels passing through the Strait of Hormuz or the Russian navy passing through the English Channel.
