If the prices being bandied are accurate outside of Kolarov and Kompany and Bravo, no other core team member would have cost under 20 million.

In all honesty, it's difficult to see a situation where he leaves. Yes, Barca are in debt and struggling to find the finances to extend Messi, never mind upgrade their squad for a new manager this summer. Neymar's off the field antics and looming court case are all further problems, but he's still so centrally important to Blaugrana now and many years to come that it wouldn't be unthinkable that they'd move on Messi first.
That said, @tolmie's hairdoo has hinted before about Ney and his agent so who knows? He certainly is more likely to end up at City than the swamp IMO.

With peps comments about a lack of goals, it looks obvious we will get a big name forward. My preference in order would be neymar, sanchez, greizmann, then mbappe.
Mbappe could turn out to be the best, but this off season i want players to come in that are already among the best in the world, not potentially among the best in the world. We've spent money on potential the last few summers in sterling, sane, stones. Not saying they have been bad, oppisite actually. But my patience is wearing thin. I want to win, and i want to win now. I agree with everything you say. My worry is say we offer 90 million for mbappe. Then united say fuck it, we'll go 120 million. Not saying that will happen, but i have a feeling united are'nt gonna fuck about this summer.Pogba was different because the rags stood alone for his signature and Juve, if the price is right, will sell without reservation. Pep wisely pulled City out, knowing he wasn't worth half his billing. Meanwhile, Madrid bottled it, likely because Perez eschews signing younger players over prime-age Galacticos in a majority of cases (Mbappe could potentially be an exception).
I understand, and in many respects agree with, your sentiment about win-now mode. Certainly I feel the club are feeling impatient, understandably given we have Pep, and will want to buy more than just potential. There are downsides to this though, such as our potential not having time to develop/break through and an age disparity in the squad.
My feeling is that if they can get Mbappe, somehow, and they have the inclination to break the world transfer record, he'd be their man. He's proven at the highest level and is nailed on, legit, the next big thing. At 18, we'd see many, many years of him only getting better alongside the likes of Jesus, Sane and Sterling. That doesn't make it likely though.
I'd love Neymar, but he strikes me as an extreme long shot. Our links to Brazilian stars are well documented, and backed up by Gerald Romero (who has legit connections with Pep and has broken all but two of our signings since he arrived) but there's no talk about Neymar outside of places like this and fanciful "The Sun"-style papers because it's so unthinkable.

Core players are players who will get consistent playing and or bench time. Assuming the supposed 5 or 6 incoming guys are acquired, I sincerely doubt Garcia will see more much time outside of Cameos.1. What's your qualification of "core team member"? A regular on the starting XI? Bench/squad depth? The latter is very possible for Roberts, see: A, Garcia.
2. "Under 20 million" seems a very specific cutoff, spread the net a bit wider (say £25 million) and you'd catch Ilkay Gundogan and Gabriel Jesus, two of our most important players and both signed last window.
3. The transfer window euphoria always has huge and insane numbers being bandied about, only for it to be far less in actuality when the deal is done.
