Do you think there’s a no-fly zone over Ukraine?
A "no fly zone" is any aircraft including military, not general civilian aircraft, civiliian aircraft are just not flying in the region due to the risk they could be shot down.

From this picture you could also say Scandinavia is a "no fly zone" too.

Military aircraft generally don't have their transponders switched on if they are somewhere they shouldn't be, so you wouldn't see them anyway, but as posted above, some military aircraft do have their transponders on when over certain territory, just so mistakes aren't made.
 
Incidentally check out callsign 11100169 which has been flying hexagonal circuits from a Polish airfield close to the Ukraine border since 2009GMT tonight, at quite low speeds, at 17,000 feet, it's most likely a surveillance drone.
