Why not? What more can he do? He agreed to join us months ago, he's agreed personal terms, and he's still ready and willing to join if we come to an agreement with Napoli. If we can't come to terms but Chelsea can, who are still a good club, and who are hiring the manager he just had his breakout season with, can we really blame him? Why would he not join them? We've had a month to complete this now and haven't.

How is he a coat turner? We made him an offer, he said "sure that sounds good, complete a deal with Napoli and I'll come". If we can't complete said deal what's he supposed to do? Just wait forever? He's not a City supporter like we are, he's a footballer who is looking for a transfer. This idea that we'll make an approach for a player and expect them to be 100% ironclad committed to the club, before we've even signed them, is totally unrealistic.
