I think it's based on evaluations of their residents i.e., an opinion poll with a lot of additional analysis about satisfaction with political process, life expectancy, GDP, household size, individual isolation etc.
I was largely just interested in the ranking of countries. The UAE ranks above Germany, UK and the USA.
