They mention the work permit issue and claim 'sources' say he'll go out on loan. If he's as good as he seems he may be getting senior call ups which will make it easier.

He's got a good left foot for a right back by the way.
 
But the rules are likely to change regarding work permits now we are out of the EU.

The level of talent in the Peruvian national team isn't much to write home about. If he's playing well in Europe to the point where we would want him in our squad he'll have no problem automatically qualifying through that route. It would require him playing something like 60% of their games over a one year period.
