Spurs are as happy to let Walker go as he is to leave. That's the only reason there's any possibility of a deal. And no chance that the fee will be as low as £35m. Prime age; English premium; full international; arguably the best right back in the league; four years remaining on his contract....
Given the ridiculous benchmark in the transfer market set by numerous deals thus far this summer, my bet is that the eventual fee will be nearer £50m than £40m.
