Tricky question because, like everything else in the world of law, it's nuanced. I know nothing about the law surrounding this but I would say it depends on what his locus us. Is he the one doing the recording and you've addressed the original matter to the wrong person or is he authorised to respond on her behalf through, for example, power of attorney. I'd try to establish his capacity.
He doesn't live at the property but installed it for her. She accesses the recordings. She has asked me verbally to correspond to him with regard to these matters but I now refuse to as we had trouble with him. (Abusive, threatening behaviour etc.)

Yes, they record some of our garden, the common driveway and most intrusively record audio coming out of our living room windows.

In that case, don't be distracted. Deal with her. You don't have to do what she says and she can pass it to who she wants if she wants someone else to deal with it on her behalf. That's entirely her responsibility. In the meantime you have to follow the procedure or it may bite you on the arse later.

So I can continue writing to her but he can respond on her behalf? (We are being accused of harassing her but we are only exercising our legal rights to complain.)

Sounds s civil matter and no rules would be my guess. I would look towards selling up and moving on if you can in due course. Get a very good solicitor and it costs the same as a house.
