Actually enforce the obstruction rule as well, get rid of shielding the ball out of play, force defenders to play it out giving the attacking team the ball.

A random idea, how about if you win the first half you get an extra point? Quite often it's only the last half hour where it gets lively.
 
No points for a ni-nil draw would stop Peg, Pulis, Jabba et al from parking the bus also stop the clock when ball is not in play ala Rugby
 
Stop the rampant cheating that goes on in every match these days. That will improve the game no end.

A more scrupulous application of the Laws of the Game by the current crop of Whistling Wankers would eradicate much of what is wrong with the game. Players falling down at the slightest amount of contact, time wasting by goalkeepers (the goal kick is taken from the side it went out) and they have a limited amount of seconds to put it back into play or it reverts to a corner!, time counted only when the ball is in play, and video assistance before a goal is awarded, a penalty given or a player cautioned or sent off!

Players attempting to deceive refs get red card (reduce play acting)

Play continues after an incident, with incident reviewed by video ref immediately and decision given at the next transition or stoppage if the incident is deemed to have resulted in an advantage to either side, or during play if the video ref reaches a decision which impacts play before the transition or stoppage (ensure attacking teams aren't penalised for mistakes by refs stopping play)

Microphones for referees played on TV and on-screen explanation of decisions on TV and in stadium for both referees and video refs (hear decision making)

Pick up what players are saying to referees on those microphones, publish those recordings and act on inappropriate remarks (hear what Rooney says)

Replays of controversial decisions in stadium (stop booing of incorrect decisions)

'Injured' players who are immediately able to come back onto the pitch must remain off the pitch for 5 minutes (stop players rolling around to stop play and coming straight back on)

Substitutions don't count against the allowed substitutions when the player is injured, but the injured player can't play in the next match in the same competition (don't penalise teams for injuries and allow them to be used tactically instead)

Bringing on youth players from academy aged under 20 doesn't count against allowed substitutions if the youth player has been in the academy for three or more years (encourage the use of home grown players in competitive matches)

That said, a suprise second ball entering the field of play for 5 minutes, at one random point in every game would be great.
This idea seems to have been criminally overlooked, it has great potential!
 
1. 90 minutes, in 2 45 minute halves using countdown clock. Clock stops automatically after goals and for corners, throw-ins, injuries requiring treatment, substitutions and free-kicks where the spray is used + penalties.
2. "Goal-line" technology for all sides of the pitch, the full length of the goal-line and down the touchlines so it isn't dependent on linesman's judgement.
3. All goals must be reviewed for offside only.
4. All linesman offside decisions where goals are scored must be reviewed, and overturned if incorrect.
5. 2 reviews per match, where a correct review means you keep the review.
6. Referees with audible microphones for TV audiences, and where a review takes place the audio is also played to the crowd.
7. TV review replays where (in stadiums with the facility) the review is broadcast to the crowd whilst it's taking place.
8. Instead of sin-bins for yellow cards, it's a 10 minute sin-bin for 2 yellow cards instead of a red card. Teams can review the 2nd yellow card.
9. The FA/PL must have an independent review of every PL game. Retrospective yellow/red cards may be issued + suspensions. Precedent, referring to incidents the previous season, must be publicly set in what can/can't be punished. Full appeals for all yellows/red cards, and the names/affiliations of all panel members must be published for all hearings, as well as their voting results.
10. Safe standing introduced.
11. academy players with less than 3 years of first-team experience must play a minimum of 30 games and minimum 900 minutes per season (30 minutes per game).
12. Make the Champions League 64 team, and turn the Europa League into the Europa CWC which is a 32 team knockout running from February-May.
13. 50 mile rule for bank holiday fixtures, midweek league fixtures, inaccessible with public transport fixtures and Friday/Monday night.
14. Fan vote on TV games for FA Cup fixtures. Seeded draw with a non-league only route into Round 3 via Rounds 1 & 2, so less League 1 & 2 teams and more non-league teams who would been drawn against the biggest teams. No replays, and neutral semi-final venues.
15. League Cup must have 5 under-23s in your starting XI.
16. Mandatory drug testing of all players at least 5 times per season, with results published.
17. Proportion of TV money based on entertainment value, playing intricate, creative, attacking football with lots of chances created and goals gains a bigger share, being camped in your own half defending for your life reduces your share.
18. Referees have performance reviews published after each match and are publicly ranked, and the top referees are allocated the biggest games based on merit and publicly available review.
19. Fans vote on core home/away club colours and these must be adhered to, and protected every season.
20. Clubs must reinvest all TV money back into the club on facilities/ticketing/transfers/academy etc.
