If you actually read the story it's not quite what it seems. He says that City THINK Leo will end up staying and therefore have decided not to present him an offer. But. He also says that the only thing that could change that would be "a wink" from Leo. And then he ends by saying for the moment Leo's two options are stay or PSG.

Let’s not forget Leo’s camp not wanting it all out in the press.

One of two things is happening here, either we are all in on Harlaand and making the statement we think he is all we need and He would be the main man not Messi.

Or

We are putting the ball in Messi’s court, telling him we understand if he wants to stay at Barca and will not pursue him (shutting the press hype down) - but all he has to do is talk to us and it will be sorted.

Strategically this works as both are targets one way or another and we are doing the right thing for both to make them happen IF they want it to.

Smooth operators all round if you ask me.

Pol is a very good source, no doubt. It could explain why we are again pushing so hard on Grealish.
